To add on to what said, always make sure your drivetrain wheels settings are softer than your non-drivetrain wheels settings. As in, if you drove a RWD car, your rear suspension should be softer. By how much is up to how you prefer your cars to handle (more sliding, maybe better balance, etc). I drove a front-wheel drive car in my latest playthrough, so I had the rear sway bar tighter than the front sway bar. I usually incremented the stiffness in regard to the order of Sway Bars, shocks, and springs. I finished the game with the RSX, which for an FWD car, handles phenomenally. It's performance is only amplified with proper tuning. For Example: on normal circuits, I'd have the rear sway bars as tight as possible (9.82), and the front sway bars a decent amount more loose (5.70). I prefer my car to slide when I need it too, but not too much so that I can't control it. The idea here is to find a happy medium between oversteer and understeer; if your car's body rolls too much, then you're going to understeer like hell. If the body is too stiff and never rolls, you can end up oversteering a lot more. Find a balance that you like, and you can minimize the chances of either one happening. It's my opinion that sway bars have the largest impact on your car's handling, for this game, and should be the first thing to be tuned. When it comes to springs and shocks, follow the aforementioned drivetrain wheels rule.
